A watched question with a line drawn in advance

The threshold was written before the observation existed. That is what stops a state from being argued into place after the fact.

Four states, no probabilities

Observed, emerging, contested, not observed. These are qualitative readings against the threshold. No number is invented here, because an invented number would be the most quotable and least true thing on the page.

It stays alive between revisions

The update condition names what would move the state. A signpost that has stayed quiet is information too, and is published rather than hidden.

Bounded observation

The 78th World Health Assembly adopted WHA78.9, urging member states to integrate social connection into health policies and asking WHO to advance evidence, measurement and implementation. This institutionalizes the construct, but does not yet show improved local trust or a recurring global indicator series.

Trigger threshold

Move to observed when at least three national health/statistical systems publish recurring, comparable social-connection indicators or formally place them in health outcome frameworks.

Counter-indicator

The resolution is policy intent; it does not itself demonstrate implementation, causal health gains, civic participation or improved local trust.

Update criterion

Review on WHO publication of a Global Index/core measurement module or on documented national-series adoption; downgrade if implementation reporting remains absent at the next WHA review.
