What a signpost is How to read this page

A watched question with a line drawn in advance

The threshold was written before the observation existed. That is what stops a state from being argued into place after the fact.

Four states, no probabilities

Observed, emerging, contested, not observed. These are qualitative readings against the threshold. No number is invented here, because an invented number would be the most quotable and least true thing on the page.

It stays alive between revisions

The update condition names what would move the state. A signpost that has stayed quiet is information too, and is published rather than hidden.

Bounded observation

The US Federal Trade Commission issued compulsory information orders to seven providers of consumer-facing AI companion chatbots concerning safety testing, negative effects on children and teens, disclosures and handling of personal information. The inquiry confirms regulatory concern and broad market presence, but publishes neither sustained-use rates nor evidence that companion use displaces human relationships.

Trigger threshold

Move to observed only when representative longitudinal evidence shows sustained companion use displacing measurable human contact or when a health or service system formally adopts AI companionship as a substitute for human support.

Counter-indicator

A Section 6(b) inquiry is fact-finding rather than a finding of harm, dependency, displacement or regulatory violation.

Update criterion

Review when the FTC publishes inquiry findings or when independent longitudinal usage-and-connection outcomes become available; downgrade if companion systems consistently increase durable human support without dependency signals.
