The European Commission designated 47 EU projects as Strategic Projects under the Critical Raw Materials Act on 25 March 2025 and 13 projects outside the EU on 4 June 2025, coupling faster permitting and finance support to strategic extraction, processing, recycling and substitution. This is implemented security-led industrial policy, although the external-project list also shows diversification rather than autarky.
