The threshold was written before the observation existed. That is what stops a state from being argued into place after the fact.

Global Standards Compromise for AI, Bio and Space

Bounded observation

Council of Europe Treaty No. 225 created a technology-neutral, legally binding AI framework open to European and participating non-European states and the EU, with entry into force requiring five ratifications including three Council of Europe members. It is a cross-border governance bridge for AI, but it does not yet supply implemented mutual recognition and does not jointly cover bio and space.

Trigger threshold

Move to observed only when multiple blocs implement mutual recognition or certified interfaces across at least two of AI, bio and space, with evidence of practical market or research access.

Counter-indicator

Signature or treaty text is not implementation; the instrument is AI-specific and its entry-into-force threshold alone does not prove deployed interfaces.

Update criterion

Track ratifications, Conference-of-Parties implementation and compatible bio/space standards; downgrade if participation fragments or certification lacks practical adoption.
