The underlying 2023 cross-sectional survey is a baseline and driver analysis, not evidence of a sustained rise in local participation or trust.

Move to observed when repeated representative surveys and administrative participation measures show sustained local gains across multiple jurisdictions without rising exclusion.

Counter-indicator

Cross-sectional associations do not show that participation caused trust or that either metric increased over time; country variation remains substantial.

Update criterion

Review the next OECD Trust Survey wave and matched local participation series; escalate only on repeated outcome gains, downgrade if voice and trust stagnate or improve only among already-engaged groups.
