Bounded observation

The EU formally amended the EuroHPC framework to support AI Gigafactories and quantum infrastructure, extending the public sovereign-compute program beyond existing AI Factories. The legal and investment platform is material, but it does not establish utilization, competitive local models or better task outcomes.

Trigger threshold

Move to observed in a region when sovereign compute reports sustained external utilization and locally governed models beat or match relevant global baselines on declared local-language or regulated-sector tasks in production.

Counter-indicator

An adopted infrastructure mandate and planned calls are capacity commitments; they do not show installed capacity, user uptake, energy/talent sufficiency or task-level outcome parity.

Update criterion

Review EuroHPC commissioning, utilization and model-evaluation disclosures semiannually; upgrade by region and task only on operational metrics, and downgrade where capacity remains delayed or underused.
