Cloudflare introduced Pay Per Crawl so site owners can allow, charge or block AI crawlers, returning HTTP 402 for paid access and 403 when blocked. This is a concrete shift toward licensed or closed source access, but the provider announcement does not measure user zero-click behavior, publisher revenue recovery or adoption of causal measurement.

Trigger threshold

Move to observed when independent traffic data show declining qualified referral alongside rising answer-interface usage and material publisher blocking/licensing, while advertisers increase calibrated holdout or MMM use in operations.

Counter-indicator

Product availability on one infrastructure provider is not publisher adoption, crawler payment volume, click-through decline, source monetization or independently audited measurement behavior.

Update criterion

Review Cloudflare adoption disclosures, publisher access policies, referral panels and advertiser experiment/MMM usage quarterly; upgrade only when closure and measurement shifts are jointly observed and downgrade if open referrals and source economics recover.
