No open form until the protected path exists.
The public schema intentionally excludes reporter contact, private evidence, authentication artifacts and exploit-enabling detail. A submission channel will not open until quarantine, access control, abuse handling, redaction receipts and qualified escalation are operational.

Public meaning
Schema validation proves structural conformance only. It does not verify an incident, establish causation, determine legal applicability or satisfy a notification duty.
