During drought, utility communications combining technical advice, prosocial language and household-versus-county water comparison reduced water use by about 4.8%, versus almost 3% for prosocial messaging, while technical advice alone had only a small effect.

The study does not establish the same elasticity under nondrought conditions, unmetered service, other price regimes or commercial and industrial users.

Technical conservation information alone was weak; adding social comparison materially increased conservation, but the effect was neither uniform nor permanently stable.
